LECTURERS TURN "VAMPIRES" IN UNIVERSITY OF EDUCATION, WINNEBA

I have, in my life, seen lawlessness upon lawlessness as well as impunity upon impunity. In almost all these instances of lawlessness and impunity I talk about, the acts are/were being perpetuated by people who are less enlightened; less civilized; less knowledgeable; and less educated. What I have not seen, until now, is a situation where people who are supposed to be the bastion of knowledge and civilization; people who impart knowledge on us; people who teach us the difference between right and wrong as well as ‘dos’ and ‘don’ts’, deliberately and recklessly engage in lawlessness, indiscipline, impunity and other maladjusted enterprises.

It saddens me that I'm using these rather uncomplimentary expressions to describe the conduct of some of my former lecturers at the University of Education, Winneba. I feel very uncomfortable engaging in this exercise because I ought to hold my lecturers in high esteem. If for nothing at all, I owe my first and only degree to the professional and academic service of these very lecturers. I should therefore, at all times, regard them as my icons and mentors. But, unfortunately, these otherwise fine lecturers won't just allow me to revere them as such. This is as a result of their own actions and inactions, deemed most repulsive and utterly reprehensible.

You would recall that sometime last week or two, I authored an article with the caption, "FIGHTING ENDEMIC MALADMINISTRATION AND INSTITUTIONAL IMPUNITY, THE UNTOLD STORY BEHIND THE COURT CASE INVOLVING THE UNIVERSITY OF EDUCATION, WINNEBA", where I made a number of incriminating allegations based on hard core facts and incontrovertible evidence against some of these lecturers. The said allegations bother on gross financial malfeasance, flagrant breaches of law and procedures, extreme exploitation, and the unconstitutionality of the then Governing Council of the University.

The key architects of these humongous infractions as I pointed out, were the then Vice Chancellor by name, Prof. Mawutor Avokeh, the Registrar of the University, Mr. Akwaa Mensah and the local UTAG President, Dr. Bekoe, who is leading a cabal of lecturers to perpetuate this monumental aberration against the enviable UEW brand. They superintended over a lot of bad things and were running away from justice and accountability.

Unfortunately for them, they ran into an Afenyo Markin, who would, of course, stop them and truly, he did just that and with stellar. Hon. Afenyo Markin, the Member of Parliament for the Efutu Constituency ensured that he led a client of his, Mr. Supi Kofi Kwayere to battle the top management of the University in court over these vex issues. When these officers realized that things were not going on well for them in court, they adopted a "Plan B" by playing the game of public sensation and patronage with the view to winning public sympathy.

One of the unorthodox actions they took was that, they closed down the school when the court had clearly not said so. But they took that decision nonetheless in order to cause public disaffection against Hon. Afenyo Markin and his client. I'm not surprised that the court had to reprimand them for this recklessness. They also sought to take solace by politicizing the matter as some of them were caught pants down lobbying some NDC gurus including MPs for support when in fact, the case in court had absolutely nothing to do with politics. I salute those NDC members who declined their invitation and thus, allowed the due process of law to take its course.

When the going became even tougher for them in court, they lobbied some "interest groups" including UTAG, the UEW Alumni and the SRC to join the suit to help them fortify their case, which was fast sinking in jurisdictional waters. The Alumni and the SRC declined but of course, the corruptible Dr. Bekoe and his "UTAG vampires" agreed and filed a joinder application. And guess what? They brought in Dr. Raymond Atuguba as an additional counsel to help them fight their dying case in court.  


This notwithstanding, they still lost the case miserably. And to the shock of the world, these shameless lecturers comprising Dr. Bekoe and his conspirators in UTAG, UEW are calling the bluff of the court. They are saying because the court had refused to grant them their joinder application and also because it had asked the Vice Chancellor and the Director of Finance of the University to step down, they will not go to work again.

In effect, they are calling an indefinite strike action in protest of the court’s decision/ruling. Such impudence! That’s how low these PhD Holders and Professors have stoop. They really have no shame. Why are they betraying their very intelligence and plenty certificates? Do they think Ghana is a lawless State? Do they think we live in a jungle? Aren’t they aware of the appellate jurisdiction of our laws? We CANNOT and MUST NOT allow such lawlessness and impunity to fester. I therefore call on all men and women of good conscience to rise to the occasion and call them to order. I am happy that a section of UTAG members in the University have come openly to completely dissociate themselves from this reckless action of Dr. Bekoe and his conspirators.

I am also happy to note that the action of Mr. Supi Kofi Kwayere and his lawyer to challenge the constitutionality of the defunct Governing Council of UEW has largely contributed to a situation where government is in the process of constituting the Governing Councils of all Tertiary Institutions/Universities in the country. That of UEW has recently been inaugurated and is being chaired by Prof. Emmanuel Nicholas Abakah. Let’s take a cue from this development and remain CITIZENS rather than a spectators.

THE NDC'S OPPOSITION TO THE CREATION OF THE OFFICE OF A SPECIAL PROSECUTOR AND THE ISSUES

You say you were not corrupt when you were in government. You say you didn't steal our money for Woyome/Waterville/Isofoton. You say Ibrahim Mahama did absolutely no wrong in all his dealings. You say the infamous bus rebranding thing was not a corruption scandal. You say the cost of the so called VEEP's official residence was not criminally inflated. You say you have no questions to answer in the SADA and GYEEDA scandals.

Another political party disagrees with you and says you were very corrupt. They say you were stealing our money when you were in government, a claim which was confirmed by the nation's Supreme Court when a sitting judge described your action as one of create-loot-and-share. Based on this and more, they say you should be voted out of power and promise to bring JUSTICE to the Ghanaian taxpayer, whose hard-earned money you were stealing. To this end, they promised to establish the OFFICE OF A SPECIAL PROSECUTOR.

Fortunately, Ghanaians listened to them and kicked you out of government. They thus, voted overwhelmingly for this political party hoping that all wrongdoers would indeed be brought to JUSTICE. Ghanaians voted for them hoping that all corrupt public officials would be made to face the full rigours of the law and ensure that the culture of impunity paves way for the culture of deterrence in our public space.

Truly truly, this political party upon winning the elections and forming government, is making do with their campaign promise under the circumstances. They have laid before parliament, the "SPECIAL PROSECUTOR'S BILL". This bill, when passed, will lead to the establishment of the Office of Special Prosecutor which shall have the mandate to PROSECUTE all cases of corruption in all governments [past and present governments].

Guess what is happening now? The very people who said they were not corrupt when they were in government are now up in arms against the establishment of this Special Prosecutor's Office. They are even against the laying of the bill in Parliament in the first place citing some so called procedural anathema to cover their stiff opposition to the bill. Not only that, they have also vowed to go to the Supreme Court to challenge the legality of the Special Prosecutor's Bill, which would soon become Law.

I now understand why only old women feel unease with the mention of old bones. But, be that as it may, I won't draw any conclusions from this factual narrative. I know my fellow countrymen and women are NOT unintelligent and so, I will leave you to draw your own conclusions bearing in mind the national interest. Long live our Motherland.

FIGHTING ENDEMIC MALADMINISTRATION AND INSTITUTIONAL IMPUNITY, THE UNTOLD STORY BEHIND THE COURT CASE INVOLVING THE UNIVERSITY OF EDUCATION, WINNEBA (UEW)

The University of Education, Winneba (UEW) was first established as a University College, with affiliation to the Cape Coast University in September 1992 by PNDC Law 322, following the amalgamation of Educational Training Institutions at the time. In 2004, the University was given autonomy through Act 672. UEW, as this university is popularly called, is well respected as a centre of academic excellence and a tertiary institution of choice. The serene environment in Winneba coupled with the fine beaches and the hospitality of its people often leave nostalgic memories long after graduation. Apart from UEW, there are some notable state institutions and training centres including the Police Command and Staff Collage and the famous Winneba Senior High School.

I am however deeply saddened as an ALUMNUS of UEW, having observed recently that the school is fast losing the enviable niche it has carved for itself as an institution of excellence owing to the actions and inactions of some top management staff of the school. This is what has compelled me to author this article, especially so because the worrying signals I’ve been picking have been corroborated by a good friend of mine who has lectured at UEW for over 10 years. From what he tells me, it appears that some top management staff of the school have no regard for due process and are also bent on resisting any attempt at making them follow the very law that established UEW.

The Member of Parliament for the area, my good friend, Hon. Afenyo Markin, who is bent on fighting the foregoing wrongs, is regrettably, seen as an enemy of the school. As a concerned alumnus, I have taken the pain to carefully examine and scrutinize all the issues being raised by the MP, both in and outside parliament as well as the reliefs endorsed in the writ of Supi Kofi Kwayera in the ongoing litigation at the Winneba High Court with the view to having a better appreciation of the issues. This exercise I have conducted revealed to me that both Hon. Afenyo-Markin and Supi Kofi Kwayera mean well for the school and its image and as such, ought to be celebrated for their boldness and insistence on due process.

I was shocked to the bone when my lecturer friend told me that certain corrupt principal officers of UEW and their cohorts are harboring the intention of making the University UNGOVERNABLE through the current registrar, Mr. Akwaa Mensah should the court rule against them in the final analysis. Like the first chaos that was caused by closing down the school when in actual fact, the court hadn't said so, Dr. Bekoe who is now the local UTAG President is busily sending text messages and emails to some NDC gurus including MPs to support the continuous stay in office of some corrupt and illegally appointed principal officers when in fact the matter in court has no partisan colour. Again, this clandestine enterprise he engages in, is meant to cause public disaffection against the government of His Excellency President Akufo-Addo and the MP for Effutu. For instance, as we speak, the embattled Registrar has publicly announced a graduation ceremony when he knows that such authority can ONLY come from the Governing Council.

Why will Mr. Akwaa Mensah attempt a further illegality when the one being complained of is yet to be resolved? What mischief does he really intend to achieve? Is it to undermine the authority of the court or to embarrass the government and to divert attention from the core issues? Again why is Prof. Avoke and Dr. Bekoe busily pushing for other interest groups including TEWU and the Alumni of UEW to file Joinder Application to the ongoing litigation? In any event, was the Joinder Application by Dr. Bekoe authorized by the generality of UTAG members through any formal resolution? Absolutely NOT per the facts available.

I have also chanced upon some stinking documents where huge sums of monies were illegally paid to some third party entities under the guise of MOU for road maintenance at the North Campus. Upon a cursory scrutiny of the said documents, it was clear that three characters namely, Prof. Avoke, Mr. Theophilus Akorlie and Mr. Akwaa Mensah are the main conspirators who have caused financial loss to the state. I can now understand their ‘all die be die’ attitude of resisting any forensic audit and expeditious trial of the matter in Court. I was shocked to see public funds being wantonly dissipated as if same had no value.

For instance, a certain Bedine Mensah, Area Manager of Ghana Highways Authority appointed contractors to execute road maintenance works without any procurement process. Ironically, these same companies, namely Sokus and Sons Ltd,Phideta Consult, Larmas Construction Co Ltd, HLB Limited and Gelcom Ltd are owned by the Ghana Highways Officials who were to supervise the works. If this is not a classic case of conflict of interest, then I wonder what else it is. Can the aforementioned Principal Officers claim they were diligent under the circumstances? Why do they think that partisan patronage can give them solace in the face of this mess?

Enough of the corruption. Enough of the injustices. Enough of the maladministration. Enough of the institutional impunity. The students of UEW and past students must rise up to the occasion. Government and all stakeholders must be alert. Our national security officials must open their eyes and not allow certain individuals stampede the will of the laws of the land. UEW must be saved now or never. Let’s all stand up for the truth and stop the politics of patronage and sentiment. Let’s stand solidly behind the people that seek to RIGHT the wrongs of society and this includes, Hon. Afenyo Markin and Supi Kwayera. They are being citizens NOT spectators and I expect you to take a cue from their gallantry. Let’s do it for God and country.

NATIONAL SERVICE SECRETARIAT RELEASES THE 2017/18 POSTINGS OF SERVICE PERSONNEL WITH NEW TECHNOLOGICAL INNOVATION TO EASE THE PROCESS

The Management of the National Service Scheme has on Thursday, July 7, released the 2017/18 postings of national service personnel across the country to undergo a one-year mandatory national service in pursuance to section 3(1) of the National Service Act, 1980 (Act 462). This year’s deployment comes with a new innovation which allows prospective service personnel to access their posting details by simply texting the key, *714*77# on their mobile phones across all the major networks including MTN, Airtel, Tigo and Vodafone.

This was disclosed by the Acting Executive Director, Hon. Mustapha Ussif in a press conference on 7th July, 2017 at the National Secretariat of the National Service Scheme in Accra. According to the Acting Executive Director, “a total of 91,871 prospective National Service Personnel have been deployed across the country. Out of this number, 76,908 prospective personnel have been deployed to the public sector whereas 14,963 were deployed to the private sector representing 84.70% and 16.30% respectively”.

He observed with delight that, the prospective personnel have shown significant interest and enthusiasm in undertaking this all-important national assignment following the numerous calls his outfit had been inundated with. This, he says, is a testament of the fact that the NSS has lived up to the very mandate underpinning its establishment sometime in 1980, which is to inculcate in the nation’s  youth, the spirit of volunteerism and nationalism for love of country.

Prior to the deployment of the service personnel, the Mustapha-led NSS embarked on pre-service on-campus orientation in all the accredited public and private tertiary institutions in the country to adequately prepare the prospective personnel for this national assignment. They also engaged their partners in the private sector and all other stakeholders on matters of concern to the Scheme with the view to achieving mutual benefits.

Hon. Mustapha Ussif, who happens to be the former Member of Parliament for the Yagba-Kubore Constituency also disclosed that the National Service Secretariat had given significant boost to the government’s flagship agric programme, dubbed, “PLANTING FOR FOOD AND JOBS POLICY” in order to help in the attainment of the vision of His Excellency President Nana Akufo-Addo. To this end, the National Service Secretariat deployed a total of 2,160 prospective service personnel to the Agriculture sector, according to the Acting Executive Director.

He gave the regional breakdown and also disclosed that registration would commence at all the Regional Centres from Monday, 17th July and end on 17th August, 2017.  1st September is the effective date for the commencement of the 2017/18 national service. The Acting Executive Director, on behalf of the National Service Secretariat wished all prospective service personnel the very best in this crucial national assignment and assured them and the nation of the readiness of his outfit to address all their legitimate concerns.

DR. BAWUMIA AND THE GOLDEN AGE OF GHANA'S ECONOMIC TRANSFORMATION

The life of every nation begins and ends with its economy. The economy, they say, is the CAUSE and every other thing is an effect. If a nation gets its economic fundamentals right, then be rest assured that everything would work perfectly well for that nation and the vice versa. That is why a country like Malaysia, which got Independence around the same period as Ghana, appears to be 200 years older than Ghana in terms of structural and economic development. 


Meanwhile, Ghana is much more endowed with natural resources than Malaysia and the other developed countries in the world including America, the United Kingdom, Germany and almighty China. We have virtually everything a nation needs to turn around its economic fortunes for accelerated growth and development. Just mention anything and you will find it here in Ghana including oil and gold. But why are we where we are? Why have we remained the hewers of wood and drawers of water in the comity of nations? Why are things just not adding up in our part of the world? Why?

Maybe, it is because we haven't had the right MEN to head our Economic Management Team over the period. Maybe, it is because we have been applying the same economic model all the times and expecting different results. Maybe, both. But one thing I'm 100% sure of, is that, the application of the internationally acclaimed BAWUMIA MODEL is fast changing the Ghanaian economic narrative. And what is this highly touted Model? Well, the Bawumia Model is the economic model that has, in six months, brought about a stabilized Ghanaian economy with rising GDP, stable currency, declining inflation, declining interest/prime rates to unprecedented levels and growing investor confidence.

The Bawumia Model is the model that has, in 100 days, got this country a whopping $2.25 billion from the issuance of a domestic bond. The Bawumia Model is the model that is today, getting this country as much as $19 billion worth of investment [for emphasis, investment NOT loan], which is the biggest economic support package received by an African country from a single negotiation. If this doesn't make you happy as a Ghanaian, I wonder what else will. 

The alternative to the Bawumia Model is what we call, the NDC ECONOMIC MODEL. And what is it? It is the model that epitomizes exchange rate volatility, rising interest rates, killer taxes and draconian business climate, economic recession and reckless borrowing among other harsh economic conditions. The NDC Model is the model that inherits an economic growth rate of 8.4% and after 8 years, brings it down to as low as 3.4%. The NDC Model is the model that used 8 years in negotiating and chasing some $3 billion Chinese loan but could only manage to secure a paltry $1 billion in its entire 8 years.

Meanwhile, the proponents of the Bawumia Model used ONLY FOUR DAYS of negotiations with the Chinese government to get this country a whopping $19 billion including the NDC's outstanding $2 billion facility. The NDC Model is the model that decides to give out 58% of Ghana's bauxite concession to a certain Ibrahim Mahama, brother to President Mahama and yet, condemns the NPP government for leveraging less than 5% of this bauxite deposit for a wanton $21 billion worth of investment TO EXPAND THE PRODUCTIVE CAPACITY OF THE GHANAIAN ECONOMY TO BE ABLE TO SIGNIFICANTLY GROW THE ECONOMY AND PROVIDE JOBS TO THE TEEMING UNEMPLOYED, which is what I call, the Bawumia Model.

The critics of the Bawumia Model accuse the proponents of the model of lying to the Ghanaian electorates because according to them, Dr. Bawumia, whilst in opposition, promised that an NPP government will NOT borrow. Meanwhile, they haven't been able to provide any aorta of evidence to substantiate their claim. If somebody criticizes you for engaging in reckless borrowing and chopping a chunk of the money, how does that mean that the person will not borrow at all when given the mandate? I never knew English could be this difficult.

The other thing he said was that, it is possible to develop this country without engaging in the kind of reckless borrowing the NDC was engaged in. I ask again, how does this suggest that an NPP government will not borrow at all? In any case, which country in this world doesn't borrow? Even the Americas and the Chinas, which happen to be the two biggest economies in this world, borrow from other nations as well as the Britain Wood Institutions. So, it would be highly preposterous and inconceivable to make the argument that a poor country like Ghana can survive without borrowing.

The NDC tells us that they do not borrow to chop but invest in infrastructure. Come with me and let's interrogate this claim. In doing that however, we must bear in mind that, he who much is given, much is expected. Whereas the previous NPP government used ONLY GHc20 billion to stabilize the Ghanaian economy; moved Ghana from HIPC to Middle Income country; rolled out massive infrastructure projects and implemented not less than 26 social intervention programmes, in the case of the NDC, they had as much as GHc248 in their last 8 years.

In terms of borrowing, the NDC had borrowed $38 billion [this figure is more than the entire debt stock of Ghana from 1957 to 2008, which stood at $9.3 billion] within this period, whereas the Kufour-led NPP government borrowed only $4.1 billion in their entire 8 years. In other words, the NDC, in just 8 years, had quadrupled all the money that all previous governments in the history of Ghana had borrowed from the days of President Nkrumah to President Kufour.

Now, back to their infrastructure debate, when the then Minority in Parliament challenged them to come clear with the list of all the so called massive infrastructure projects they had executed and they did, a forensic audit was commissioned into these projects. The audit revealed that all these projects including the Circle and Kasoa interchanges, the eastern corridor roads, the schools and the hospitals, ought to cost the Ghanaian taxpayer, not more than $4.3 billion [out of the $38 billion they had borrowed]. So, you ask, na sika no h) hen..?, to wit, where is the rest of the money?

Maybe, the money is gone into the building of stomach infrastructure as people were alleging. This was the kind of wishy-washy economic governance of the NDC administration which Dr. Bawumia and the NPP loudly criticized and proceeded to call for a regime change. The clarion call for this regime change became highly pronounced in the buildup to the 2016 polls because the Ghanaian people were fed-up with the recklessness and needed some solace. They voted massively for the NPP to help achieve economic and fiscal discipline and to restore hope in the Ghanaian.

And truly, when the mandate was given to the NPP, the Ghanaian economy has since been picking up all the lost pieces. Our economy has, in the past six months, seen a remarkable growth of up to 6.6% from the 3.4% bequeathed to the NPP in January, 2017. Also, the exchange rate, inflation and interest rates, have all assumed positive outlooks in the period under review. That's not all; Dr. Bawumia's recent trip to China is getting this country, a $21 billion worth of Chinese investment.

This money, which is the highest economic support package to be received by an African country, would be used to drastically INDUSTRIALIZE the Ghanaian economy and deliver economic prosperity to the Ghanaian people. This is what you get when you have a Bawumia in charge of your Economic Management Team. He doesn't only speak competence but also, manifests same. You just can't ask for more. 

From all indications, the Bawumia Economic Model, rather than the NDC's, is the best economic model for Ghana. Our current Vice President, His Excellency Alhaji Dr. Mahamudu Bawumia is the lead proponent of this international award winning tried, tested and proven model. He is the man, in whose hands, lies the key to overcoming our economic conundrum and USHERING GHANA INTO THE GOLDEN AGE OF ECONOMIC TRANSFORMATION AND PROSPERITY.
